And who says Toronto doesn't have physically separate bike lanes?

To allow cyclists to cross Oriole Parkway at Kilbarry Road, a short, very short dedicated bike lane cuts through a median. When we crossed on our bikes one driver seemed confused as to why there was a light stopping him, another seemed ready to just blow right through it.
